This project is a regular paper-based provincial nomination program. It cannot add 600 points to the Express Entry, is not related to EE, and does not require prior entry into the EE pool.
This category requires the application to be submitted within two years of obtaining a master’s or doctoral degree.
This category requires being in the pool of the Advanced Master’s Provincial Nominee EOI (Expression of Interest), and only after reaching the invitation score and being invited can a formal application be submitted.
The project does not require applicants to have a job. Whether or not they are employed does not provide any extra points under the new scoring criteria. However, having a taxable income of over 40,000 CAD in any of the past five years will earn additional points.
The Basic Requirements
The future intention is to live and work in Ontario.
Graduated from an existing qualified public Master’s or PhD program in Ontario.
Complete at least 1 year (2 years for doctoral students) of full-time study.
Submit the application within two years of obtaining the degree, or if the degree has not yet been obtained, after fulfilling all graduation requirements.
If the applicant is in Canada, they must have legal status (for example, holding a study permit, work permit, or maintained status). Refugee claimants and asylum seekers are not eligible to apply for this program.
Have lived in Ontario for at least one year in the past two years.
Not continuing studies in Ontario (for example, applying for a PhD or applying for a degree/diploma in other fields).
If studying is to meet the necessary requirements for job applications in Ontario, the applicant can continue their studies.
Language requirement: CLB Level 7, specifically, achieving a score of 6 in all four IELTS components, or a score of 7 in all four CELPIP components.
Funding requirements: Proof of funds exceeding half of the LICO amount.

Language: CLB 9 level 10 points, 8 level 6 points, 7 level 4 points, below level 7 does not meet the requirements;
Second Language: 10 points for CLB Level 6, 5 points for no second language;
Study Area: 10 points for Northern Ontario, 8 points for areas outside the Greater Toronto Area, 3 points for the Greater Toronto Area, and 0 points for Toronto.

Birth certificate notarization for the applicant.
Proof of identity for the applicant in Canada.
Proof of residing in Ontario for at least one year within the past two years can include phone bills, car insurance, home insurance, rental materials, pay stubs, etc.
Degree certificate and transcript; if the degree certificate has not yet been obtained, a letter from the school proving that all academic requirements have been completed is needed.
Language test scores are only valid if obtained within the last two years.
Funding requirements: Monthly bank statements for personal accounts from the past six months, or personal accounts issued by certified financial institutions (including overseas institutions). If not every month in the past six months meets the requirements, a reasonable explanation for the source of funds can be provided as a supplement. If there is currently a full-time job in Ontario, it can typically be included directly as part of the funding.
